You can apply for a Myanmar visa on arrival at Yangon International Airport, Nay Pyi Taw International Airport and Mandalay International Airport.
But, you cannot apply for a Myanmar visa on arrival at any other international airport in Myanmar.
Suppose you are travelling to Myanmar as part of a tour package or other organized travel program.
In that case, you must ensure that your itinerary includes at least one stopover in the country before leaving again (i.e., not flying from your home country).
The most common way of doing this is by booking an overnight stay in Yangon.
